I rerolled my 1st character just to specifically play the game with Caracal/Cerberus long term. I totally agree with your suggestions on which skills are essential, the problem is that people want to pewpew it up in their caracal as soon as possible, but end up getting popped due to lack of support skills.
Assuming a newbie is caldari with military+spec forces training, they can sc*****by and get into a caracal very quickly just by training Caldari Cruiser 1+2. However, flying a caracal at this point is silly because its just an expensive kestrel. You are just asking to get popped anywhere below .5 sec space by someone skilled in a Frigate using electronic warfare - its not pretty.
I'd really recommend just flying a Kestrel for the first 6 days (training the stuff listed below at a minimum before you try use a caracal in lowsec/0.0). After about a week you will have a modest spread of skills that will allow your Caracal to have some bite (against belt rats and low rank missions at least). Don't buy your first caracal until you can fully insure and refit your next one should the first one get popped due to lag or inexperience.
